If the same service object is registered as a servlet and a filter, one of
these registration might get lost if the http service starts after the
whiteboard registration. The mapping in ExtenderManager is using the
ServiceReference object as the key which is the same. Therefore only one of the
mappings is put into the map and when registerAll is called, this is lost
