I'm not sure to understand exactly the desired behaviour.

If I understand the patch correctly, the warning will only be issued when the 
same set of bundles fails for the second (or subsequent) time.
Won't that mean that if the deploy a set of bundle and never touch them again, 
you'll never see the warning ?
