Lets start moving to m2

Although there are still some problems (such as not running all the  
tests) I think we have pretty much all of the build working in m2  
except for the assembly stage, due to the lack of an m2 assembly  
plugin.  I'm not sure of the status of such a plugin, but I'd like to  
suggest that we try to make the build be m2-only except for assembly,  
and m1 for the assembly step until a suitable plugin exists.
