I am not able to get a clean build with either m1 or m2 either.

m1. m1 builds work fine for me.
Nope, I have not been able to get a m1 build up in months either.
Though I think that is mostly due to constant remote remote
failures and the occasional configuration error. But each time I
end up giving up after a few hours.
