M2 Configs : Dependency on logging-config jar in the plans

Jason,
    I found this in target/plan.xml of all the configs.
     <dependency>
        <groupId>org.apache.geronimo.genesis.config</groupId>
        <artifactId>logging-config</artifactId>
        <version>1.0.0-SNAPSHOT</version>
        <type>jar</type>
        <import>classes</import>
      </dependency> 
   How and why is this being added?
