The client side of the monitoring tool needs to be pluginized. Specifically, it
should be split into a jetty and tomcat plugin because of the dependency onto
dojo-jetty and dojo-tomcat. Additionally, the datasource itself should be
packaged as a plugin too, so that future users who wish to use a different
database can do so more easily.
