The current trunk parent pom for the specs is at a 1.2-SNAPSHOT level.
Unfortunately, the most recent released version of the pom is 1.2, which will
cause a conflict when releasing a new version. This needs to be 1.3-SNAPSHOT
and released as 1.3 before new spec releases can be made from that tree.
