By format, I meant the new, non-standard tags/specs-1.4 destination.  
By skipped version numbers -- the current released version of  
annotations is 1.0, the previous vote was for 1.1.1, and this vote was  
for 1.1.2 (IIRC). Looks like in your new vote, the version number is  
back to 1.1.1.
