I just realized there might be some confusion as to what i mean by splitting up
the pieces. I am referring to splitting up the pieces internally - where as
all the code currently resides in plugin-portlets... the new representation
would be three new pieces such as plugin-portlets-install,
plugin-portlets-export, plugin-portlets-assemble
