More updates in rev 689822 :
include PLUGIN_RELEASE-NOTES-2.1.2.txt in plugin and feature jars in about_files
use ${pom.version} where possible to minimize edits on release changes
change some 2.1.2s to 2.1.3 in release notes. Can we filter this to use
${pom.version}?
