Currently in the admin console, there are some description texts that are
loaded in some resource property files when server started, and these
description texts should also be localized, so I'm going to extract these texts
and give simplified chinese tranlsation. I will finish these jobs as soon as
possible.
Affected modules are: Tomcat, Jetty, ActiveMQ, Security Realm.
And after these jobs are done, I think the whole admin console will be
localized completely.
