Make GEP generate standard JEE deployment descriptor by default

By default , WTP won't generate deployment descriptor unless user select the
checkbox when creating a project. It's a default behavior of WTP. It's more
reasonable to select the checkbox by default. So GEP can make the checkbox
selected by default.
