Patch for this improvement is attached.
The implementation is as below.
1. When embedded jars got extracted, the time is recorded in complete.flag file.
2. Each time web app starts, it will check the time in complete.flag file and
the lastmodified time of bundle, re-extraction will occur only if update to the
bundle happened after last extraction.
