Yoko should supply a SendingContextRuntime CodeBase object as a service context
in the first request and reply message on a connection so the other orb can do
meta calls

YOKO-434 got yoko to do a meta call when the repository id didn't match up. We
need to let the other orb do meta calls for the same reason.
