No, but it's the reason for a few bugs on Maven itself being reported so it
should be in place. Maven doesn't use dist at the moment to build itself
either though :)

I see your point with the README/LICENSE files. I guess since it just works
for most files (As most tools now support either line ending), the
zip/tar.gz distinction might be a good idea. If someone can use a tar.gz
they will always get it because they tend to be smaller.
