obviously not a proper use of the <properties> element . However, I
can't find any use cases for this element, is that somewhere documented?
Any examples how a plugin might use it?

just because we aren't using it doesn't mean other plugins aren't.

The POM has a "properties" element that is not being used. To avoid confusion
it should be taken out.
