Empty dependencies list when directly called from command line

When I do a
mvn project-info-reports:dependencies
I get an empty dependencies page for my project: "There are no dependencies for
this project. It is a standalone application that does not depend on any other
project."
When I attach the report to the package phase an run
mvn package
everything works fine.
