Well, as far as I can tell, the new version of JIRA is just horribly broken in this regard.
If "Exclude precedence header" is enabled, it sends the mail... with the precedence header. If it is disabled, no mail is sent at all. Nice. It looks to me like they only disable the header when they send mail to jira uses, not to specific addresses (ie, the list).
