It's definitively .jar There was certainly a problem in the conversion m1 -> m2 When I access to the m1 url " http://repo1.maven.org/maven/maven/plugins/maven-changelog-plugin-1.9.1.jar"; firefox doesn't try to download it. It tries to display the binary in ascii ;-) And maven seems to find it : maven plugin:download -DgroupId=maven -DartifactId=maven-changelog-plugin -Dversion=1.9.1 This command works fine.
