The sandbox is open to all apache commiters to work on maven related s stuff. However, it's not open to anyone other than apache commiters. One reason is "legal" related. The apache commiters have all signed the cla's and such that allow them to commit code to Apache. If you're not an apache commiter, the the only option is through JIRA patches.
