Yep, I just did the same thing recently. I think a short vetoable
heads up on promotion is enough.

The last time I promoted something out of the sandbox, the path to
go was:
1. Promote from sandbox
2. Stage a release
3. Vote
4. Release it
If you stage the release from the sandbox, then things like the scm
urls will be wrong.
