[vote] release Maven parent POM v6

[Brett Porter]

I'd like to release the parent to capture the changes that have been  
made for use in future releases.

From r563503.
Changes include:
- clean up the developers list
- update the remote-resources and gpg plugin versions used for releases
- add default compiler and jar configuration settings

+1 from me.
