It looks like you didn't checkout the correct level for maven-surefire
and maven-failsafe plugin...
In my opinion the following has to be checked out:
http://svn.apache.org/repos/asf/maven/surefire/trunk/ (a particular tag
of course)
And from that level you can run the tests...
