Why JSP under WEB-INF do not work well?

When i use JSP under WebApp, Pages is showed well. But when i move the JSPs to
WEB-INF directory, pages is showed errors, that is "unable to load class for
jsp".
So, JSF is not allowed to place JSP under WEB-INF?
