add an agent for email

Currently we add EMAIL_CAPABILITIES to the agent. So the agent can be gecko or
ie.
But really we want Email to be its own agent that has its own capabilities.
This way we can also add 'email' to skinning's @agent list because it is very
likely that email
agents' css does not work the same as browser agents. We can in the future
create more specific
email agents, like Outlook2007 and Thunderbird, if we want to.
