On Mac OSX 10.13.4, I built the artifact to be voted on, as specified in
Emilian's mail at the start of this thread, with Ant and JDK 8, with this
result:

Went to 'nbbuild/netbeans/etc/netbeans.conf/' and checked that '9.0' is
specified there for netbeans_default_userdir and netbeans_default_cachedir.

Went to 'nbbuild/netbeans/bin' and started './netbeans'. I said 'No' to the
question about importing 8.2 settings, to ensure I had a fresh NetBeans
installation.

NetBeans started without a problem.

I went to the Plugin Manager and verified that this is set for the
'NetBeans Distribution' update center:

https://netbeans.apache.org/nb/updates/9.0/updates.xml.gz

In addition, the Plugin Portal update center is registered there too,
correctly pointing to its current location at plugins.netbeans.org.

I've been coding for some hours, no problem.

I've also added the 8.2 update center to the Plugin Manager, so I have
access to those too, at my own risk, i.e., good not to have these available
by default, but only after explicit action of registering it:

http://updates.netbeans.org/netbeans/updates/8.2/uc/final/distribution/catalog.xml.gz

Now I can install Java EE, etc.

I think it's a pity we didn't do the Welcome Screen updates, e.g., as
listed here, but I don't see that as a blocker, we can always do that in
the next release, which as we're discussing now is about 3 months away
after the current release:

So, from me, based on the above considerations and taking the sources for a
