nb-javac plugin is now updated with nbms from latest nb-javac which is
synced with JDK 11-b24 code.
Plugin is now signed with VeriSign Class 3 certificates.

applies for me so I can distribute *my* Netbeans derivative IDE with
it bundled. But also I think needs to be made clearer here for
NetBeans' users or packagers. To the end user it's not entirely clear
the role of Apache NetBeans in distributing this, hence also good we
document where it comes from and how the license terms are being met.
