I think Sean's proposal is a good balance. We want it to be easy for folks to contribute to making the website awesome-er. We have a good start but we have a long way to go. For simple cleanup/maintenance things a single cover-all JIRA should suffice. If someone wants to work a new concept/page/theme then that should have its own ticket.
