The parameters 'fetcher.threads.per.host.by.ip' and 'fetcher.threads.per.host'
should be renamed into 'fetcher.queue.mode' and 'fetcher.threads.per.queue' as
it done in trunk.
This would better reflect the way the Fetcher works, would allow to group by
domain and is easier to understand.
