When I review code of DbUpdateReducer.java , I find that putToInLinks has been
called twice which makes states in inLinks Map of WebPage instance empty. In
the following process, gora thinks there is no change in inLinks because of
empty states property.
So, remove no use putToInLinks can solve this problem.
