The property db.max.anchor.length affects the LinkDb (not CrawlDb) and should
be named linkdb.max.anchor.length, see NUTCH-2220. Also:
- move into LinkDb "section" in nutch-default.xml
- check/improve description
- add warning about the new name on top of the release notes (CHANGES.txt)
