Rolling back to 2.4.0 since upgrading to 2.5.0-rc1 causes multiple issues

retrieved to the same file! Update the retrieve pattern to fix this error.

Need to address these first. Also need to run tests locally more carefully:
remove local ivy cache and run build twice.
