Fix For: 2.4
[Tika 1.22|https://www.apache.org/dist/tika/CHANGES-1.22.txt] has been released
and we should also upgrade 2.x (from 1.20), cf. NUTCH-2726 which did the
upgrade for 1.x. This is also a first step to get rid of the javax.ws.rs-api
dependency (address NUTCH-2669).
