We need to migrate the [Nutch site|https://nutch.apache.org/] because the
Apache CMS is reaching end-of-life, see the [discussion about Nutch site
migration on the @dev mailing

We decided to use [Hugo|https://gohugo.io/] to build the new site.
Subtasks to be added for migrations steps.
