Hi [~lewismc], moving this to 1.20 to be able to prepare a release candidate
for 1.19: the Dockerfile and related config files and docker/README.md are not
including in any release package (source or binary), see also NUTCH-2968.
Anyway, we should try to get this issue resolved soon after the release of 1.19.
