The {{CharsetValidator}} has a static singleton instance at
{{{}BinaryTruncator.DEFAULT_UTF8_TRUNCATOR.validator{}}}, so it can be accessed
from multiple threads. All threads operate on a shared "dummy buffer" for
decoding.
