Looking at the changes, it appears the default MPM plan has either been deferred or abandoned. default MPM's are as they were in 2.2

- OPT_INCNOEXEC is gone, OPT_INC_WITH_EXEC has appeared
- server_rec->loglevel is replaced by server_rec->log.level
