Windows installer doesn't add WCF DLLs to GAC

When the installer installs the WCF DLLs they should be added to the GAC as
well to remove the need for users to explicitly code the path when writing code
that uses WCF.
The lines to do this are in the installer but are not being executed for some
reason.
