C++ dynamic_log_level_test needs a PowerShell version

The new dynamic_log_level_test currently shows fail on Windows because the test
executions don't find a script named dynamic_log_level_test.ps1. Translating
the dynamic_log_level_test shell script to PowerShell will resolve this.
