If a backup crashes or is partitioned, the primary needs to know in a timely
manner so it won't delay message completion indefinitely.
Add a config option ha-heartbeat to allow the heartbeat on backup connections
to be configured.
Allow sub-second times to be given (see --link-maintenance-interval for
example).
Default to 1 second.
