It may be necessary to reference Sling features that are generated during a
build but not attached to the project as secondary artifacts. See also
[dev@sling:Non-attached feature aggregates for integration

Allowing to use a feature present in the local filesystem but not available as
an artifact for launching will allow this kind of scenario to work.
