Description:
Sling Installer Core ignores the bundles start level changes during
installation - if the bundle is already installed and its version hasn't
changed — even when the start level has been modified. This causes the start
level update to be skipped unintentionally.
Sling Installer Core should recognize changes in bundle start levels — even
when the version remains the same — and treat them as updates.
