When secretary files an icla, shortly thereafter the public name shows up on
http://people.apache.org/committer-index.html
You can find Nicolas Peltier listed there. Any time after his comment on
26/Oct/15 13:04 this could have been verified.
When secretary receives an icla, and the icla names a "notify project", then
that project is copied on the acknowledgement email, as Oliver points out.
There was no entry on the "notify project" field of this icla.
