I have committed a variant of Robert's tests that demonstrates the current 
behavior (http://svn.apache.org/r1754482), those tests will need to be adapted 
once the parsing is fixed.

The question is whether it's Felix's 
{{org.apache.felix.cm.file.ConfigurationHandler}} that needs to be fixed (in a 
non-backwards compatible way) or if we want to bypass it and do our own 
parsing.
