Does my diagram capture the 'current' workflow correctly?

As for the 'future' workflow, I like the idea of generic cartridge images.
Packer would probably be useful for automating that workflow for connecting
to the IaaS (where required) and applying the puppet scripts.  Have you
tried packer?
