This is a follow-up to THRIFT-5823 and the attempt to clarify the debated
meaning of Thrift exception vs struct for good. Feel free to create subtasks
per language.
Goal of this is to explicitly allow exceptions to be used as regular struct
datatype. See *ExceptionStruct.thrift* for a test case (taken from the ticket
above, slightly modified).
