This relates to [THRIFT-5314|https://issues.apache.org/jira/browse/THRIFT-5314]
which made enums forwards compatible, but unions need the same treatment. As it
stands, it is difficult to add new union members to the Parquet specification
as doing so will break existing rust parquet readers. (See
[https://github.com/apache/arrow-rs/issues/7909] for an example).
