We could potentially refactor so that we assumeTrue on the NER tests if the
models aren't there and they fail, then we fail but still pass tests.
[~thammegowda] and I put the Groovy download script in there to simplify the
obtaining of models.
Let's see how this plays out. I feel like if we got Tim's 1.x environment
working e.g., at MITRE which I consider the corner case, we shouldn't be far
off from 2.x working in general.
