I have downloaded the jar file from below
https://repository.apache.org/content/repositories/snapshots/org/apache/tika/tika-core/1.21-SNAPSHOT/[tika-core-1.21-20190228.214324-34.jar|https://repository.apache.org/content/repositories/snapshots/org/apache/tika/tika-core/1.21-SNAPSHOT/tika-core-1.21-20190228.214324-34.jar]
i have tested the attached file by changing the extension to .csv and it still
shows the file type as text/csv
