My proposal is definitely application layer, not baked into tika-core.
The challenge is that TextDetector is tightly coupled within MimeTypes, and
MimeTypes itself has behavior that isn't great for your use case.
The problem affects other shift-jis file types. But, I think, if you can fix it
for your use case, that will fix it for csv at least. CSV are detected in the
TextAndCSVParser after the file has been "detected" as text/plain.
